Kathryn P. Shirk, PHR, SHRM-CP, ICP-AHR

Principal, HR & OE Services

Kate Shirk is the Principal, HR & OE Services with The Bradley Partnerships, Inc. (TBP), bringing nearly two decades of experience in human resources, organizational effectiveness, and workforce strategy. She works with leaders and organizations to strengthen leadership alignment, design effective organizational practices, and navigate complex organizational and business challenges.


Kate partners with executives and leadership teams on strategic organizational priorities, including organizational design, talent strategy, performance management, leadership effectiveness, and culture. She is known for her thoughtful, forward-looking approach and her ability to help leaders bring clarity and structure to growth, change, and evolving business needs.


Prior to joining TBP, Kate served as Chief Administrative Officer at Fort Pitt Capital Group, LLC, where she played a key role in shaping the firm’s people and organizational practices. Her career spans experience across healthcare, professional services, and financial services environments, providing her with a broad perspective on organizational dynamics and leadership challenges. She has worked closely with leadership teams to develop talent strategies, performance frameworks, and organizational structures aligned with long-term business objectives.  Earlier in her career, Kate held progressive HR and organizational development roles, building deep expertise in employee relations, compliance, and executive partnership.


Kate holds dual Bachelor of Arts degrees in Journalism and Mass Communications and German Language from Washington and Lee University. She is certified as a Professional in Human Resources (PHR), a SHRM Certified Professional (SHRM-CP), and an ICAgile Certified Professional – Agility in HR (ICP-AHR), a designation reflecting specialized expertise in applying agile principles to organizational design, workforce strategy, and modern workplace practices.
